Wang Hu-shih and Ting have served on
provisional committee and have invited Tsai to join
and nominate remaining Chinese member: they
consider Tsai's co-operation essential and prefer
to leave him to choose colleague. I concur.
As regards British members I am approaching
Young and ladies mentioned. Chinese above mentioned
whom I have consulted object to ex officio appoint-
ment of Shanghai manager of Hong Kong and Shanghai
Bank and suggest Hubbard, a personage whom they
regard as most suitable instead. I think objection
well founded and I recommend Hubbard.
Chinese consider unnecessary and even in-
advisable to have representative from Hong Kong or
Canton and strongly recommend Dr. Balme and Dr.
Grant. The latter is a Canadian born in China,
professor of public health in Peking Union Medical
College. He is persona grata with Nationalist
government for whom he is making a report on
sanitary system of Hankow. I agree that it would
be inadvisable to have Hong Kong as such represented on the Committee seeing that university may be
beneficiary under fund and I consider Grant would
be suitable. Balme also very suitable but if he
is asked Maxwell must drop cut. Latter is
unknown
